So who is Richard? He is the guy that Ben talks to that is spying on Rachel, Juliet's sister.

He is then told by Ben to return to the island. Is here there by now? If so, did he arrive by Sub? Who is he?

Well, we know he returned. We saw Ben talking to him while he was in Miami just after the crash. And he was in The Man From Tallahassee.
